Confused the hell out of me when I first saw him too.
This is Beta Ray Bill, a cybernetic alien who got his mitts on Thor's hammer and was proven worthy of it. Having ties to Odin and outer space, he belongs to the Asgard and Guardians of the Galaxy affiliation, but seems pretty useful wherever he goes.
As I work my way through the Asgardians, I'm getting lots of practice with lightning and red cloaks, although I think that Bill has the best of both. For one thing, the lightning isn't holding him up, so I don't have to worry about its structural integrity.
The cloak is magnificently flappy, so I accentuated the folds by layering Khorne Red, Mephiston Red, Evil Sunz Scarlett and Wild Rider Red.
The alien skin is Gryph-Hound Orange, layered with Jokaero Orange. That looked a lit flat, so I added a glaze of Lamenter's Yellow to bring it out.
And that's another Asgardian (sort-of) finished!
